On May 27, 1996, Tay Ninh Provincial Party Committee Nguyen Van Rop signed to issue Plan 01, implementing Notice 34 of the Secretariat of the Communist Party of Vietnam.
The goal of the Plan is to orchestrate tricks to destroy the Cao Dai religion: Make the Tay Ninh Holy See a base of the sect so that it no longer has the same power as the Head Quarter or the Central Committee as before 1975. In this case, the state also issued documents to weaken and lose the basic foundation of Cao Dai religion, especially the administrative system.

Ngày 27/5/1996, tỉnh ủy Tây Ninh Nguyễn Văn Rốp ký tên cho ra Bản Kế Hoạch 01, thực hiện Thông Báo 34 của Ban Bí Thư của Đảng Cộng Sản Việt Nam.
Mục tiêu của Bản Kế Hoạch là dàn dựng những thủ đoạn để tiêu diệt Đạo Cao Đài: Biến Tòa Thánh Tây Ninh là một cơ sở của chi phái để không còn quyền như Tổ Đình hay là Trung Ương như trước năm 1975. Trước văn thư này thì nhà nước cũng đã có những văn bản ban hành nhằm làm suy yếu và mất đi nền mống căn bản của tôn giáo Cao Đài, nhất là hệ thống hành chánh.

Tasks of the establishment of the Organizing Committee, planning and submission to the Government should be completed before June 20, 1996.
Step 2: Be specific
1/ The Steering Committee advises the Standing Committee of the Provincial Party Committee to reach agreement with the Central Committee for Mass Mobilization and the Government's Religious Affairs Committee on the contents of the Charter and the work to be completed in June 1996. Commenting on the Charter aims to meet the following requirements:
- Identify Tay Ninh Cao Dai religion as a sect.
- Do not use the spirit medium.
- Two-level ecclesiastical apparatus.
- Clear words, avoid misunderstandings.
